Job Description
A growing organization is seeking a PA ODP State Operations Manager to lead and oversee Pennsylvania operations in close partnership with executive leadership.
This is a high-impact leadership role responsible for building, scaling, and maintaining a compliant, high-quality service model within the PA ODP system. The role combines on-the-ground operational ownership with strategic guidance and support from an experienced leadership team.
Role Overview
The State Operations Manager will serve as the primary operational lead for Pennsylvania, with responsibility for day-to-day oversight, team leadership, and growth execution.
This individual will bring deep familiarity with PA ODP services- particularly Community Participation Supports (CPS) and/or In-Home Supports (IHS)- and apply that expertise to ensure services are delivered at a high standard while supporting sustainable expansion.
Key Responsibilities
- Lead and oversee all Pennsylvania operations, ensuring full alignment with PA ODP regulations and expectations
- Build, manage, and develop a high-performing team, including hiring, training, supervision, and performance management
- Provide operational leadership across service delivery, staffing, compliance, and quality assurance
- Partner with executive leadership to implement and execute strategic growth initiatives
- Establish and maintain strong relationships with AEs, Support Coordinators, and community partners
- Maintain oversight of service quality, documentation standards, and regulatory compliance
- Identify and address operational gaps, implementing systems and process improvements as needed
- Support census growth through collaboration with outreach and referral development efforts
- Translate high-level direction into structured, executable workflows
Ideal Candidate Profile
- Direct experience operating within the PA ODP system, preferably with Community Participation Supports (CPS) and/or In-Home Supports (IHS)
- Strong understanding of ODP regulations, service delivery models, and compliance expectations
- Proven ability to lead teams, including hiring, managing performance, and making personnel decisions
- Comfortable operating with both autonomy and accountability, while collaborating closely with leadership
- Demonstrated ability to build or scale programs, services, or operational infrastructure
- Strong communication and leadership presence, with the ability to represent the organization externally
- Solutions-oriented, proactive, and execution-focused
- Comfortable operating with a high degree of autonomy, while also collaborating closely with leadership and cross-state teams
- Able to take ownership independently, while maintaining strong communication, alignment, and partnership with internal stakeholders
Work Structure
- Hybrid or in-office based out of Lakewood, NJ, with responsibility for Pennsylvania operations
- Regular coordination and ongoing leadership from our executive and administrative team
