Job Description

Position Overview: The Chief of Clinical Services as the organization's senior clinical leader, responsible for the strategic oversight, development, and advancement of all clinical services. This role provides executive leadership to the clinical division ensuring a coordinated, person-centered, and outcomes-driven approach to service delivery.

This position requires a licensed clinician with extensive OPWDD experience and expertise in population health management, risk stratification, clinical quality improvement, incident management, regulatory compliance, and systems-level healthcare operations. The Chief of clinical services serves as the organization's primary clinical representative with government agencies, managed care organizations, and healthcare systems, while driving innovation and clinical excellence across the organization

Essential Responsibilities:

  • Provide leadership, direction, and oversight of the organization's clinical services and clinical leadership team.
  • Lead the development and implementation of clinical strategies, protocols, and best practices that improve outcomes and support organizational goals.
  • Oversee population health initiatives, including risk stratification efforts to identify high-risk individuals and ensure appropriate clinical interventions.
  • Monitor clinical trends, outcomes, and performance metrics to drive quality improvement and informed decision-making.
  • Provide executive oversight of incident management processes, including trend analysis, root cause review, and corrective action planning.
  • Ensure compliance with OPWDD regulations, Health Home requirements, Medicaid guidelines, and other applicable regulatory standards.
  • Serve as a clinical resource and subject matter expert for complex medical, behavioral, and care management situations.
  • Build and maintain productive relationships with OPWDD, government agencies, healthcare systems, provider organizations, and community partners.
  • Represent the organization during audits, regulatory reviews, and external meetings.
  • Collaborate with executive leadership to support strategic planning, program development, workforce initiatives, and organizational growth.
  • Promote a culture of accountability, collaboration, continuous improvement, and clinical excellence.

Specific Knowledge, Skills, and Abilities:

  • Extensive knowledge of OPWDD systems, person-centered practices, population health management, and care coordination.
  • Strong understanding of clinical risk management, incident review processes, and quality improvement methodologies.
  • Ability to analyze clinical and operational data to identify trends and drive meaningful outcomes.
  • Exceptional leadership, communication, and relationship-building skills.
  • Ability to effectively engage with government agencies, regulators, healthcare providers, and executive stakeholders.
  • Strong problem-solving, decision-making, and organizational skills.
  • Ability to manage multiple priorities while maintaining a strategic focus. Strong leadership skills with a proven ability to manage multiple service-oriented departments.
  • Ability to handle sensitive and confidential information.

Required Experience, Minimum Qualifications

  • Active New York State clinical license required (RN, LCSW, LMHC, Psychologist, NP, or equivalent).
  • Master's degree in a clinical or healthcare-related field preferred.
  • Experience in OPWDD, Health Home, Managed Care, or related healthcare settings.
  • Minimum of 5 years of progressive leadership experience overseeing clinical teams and services.
  • Demonstrated experience in population health, quality improvement, regulatory compliance, and clinical operations.
  • Experience working directly with OPWDD and other regulatory agencies preferred.
